Formerly outreach secretary for Britain Yearly Meeting, Harvey gave the Swarthmore Lecture, A Minority of One, in 1988. He has written several works including A Light that is Shining, (an introduction to Quakers in Britain), and most recently Consider the Blackbird, a series of reflections on spirituality and language.

He is considering a new work on the nature of exile.
